COVINGTON - The lack of people using federal funds offered in Covington for the purchase of foreclosed properties has surprised some local leaders. Covington set aside $400,000 out of its $5 million federal Neighborhood Stabilization Program grant to give home buyers an interest-free, forgivable loan for the down payment on a foreclosed house.
