The Homebuyer Purchase-Rehab Program is administered by the City of Covington’s Community Development Department.  The program provides funds to cover down payment and closing costs to homebuyers who are purchasing and rehabbing properties in the City’s targeted areas.  The funds are in the form of an interest-free, deferred payment, forgivable loan.  The funds must be used in conjunction with an FHA 203K or similar first mortgage.
