The Home Owner Rehabilitation Loan Program is administered by the City of Covington’s Community Development Department. Under this program, households which meet income, credit, and other requirements may obtain loans to assist with home repair needs. Loans are available in targeted areas of the City. The purpose of the program is to assist owner-occupants to obtain affordable financing for home repairs which will 

1. render the house safe against hazards
2. bring the house up to current building codes
3. promote energy efficiency
4. extend the life of the structure
5. contribute to the overall improvement of the neighborhood, and
6. address lead-based paint when detected.
